Steve joined The Kercher Group as a Principal in March 2017 bringing more than 37 years of industry experience in transportation engineering and highway infrastructure management to the firm. During his 29-year career at the North Carolina Department of Transportation (NCDOT), Steve rose through the ranks, serving in numerous field management positions before transitioning into senior management. As Chief Engineer, he was responsible for directing a $3 billion annual construction, maintenance, and operations program across the department’s 14 highway divisions. As NCDOT’s Chief Engineer, Steve assumed leadership roles in numerous initiatives related to strategic planning, asset management, program delivery, system preservation, and organizational transformation.

Following his retirement from NCDOT in December 2008, Steve continued to champion asset management at a national level, serving first as Associate Director of the National Center for Pavement Preservation (Michigan State University) before joining Agile Assets, Inc. as Senior Director, Relationship Management. During his tenure with AgileAssets Inc., Steve was responsible for building and sustaining relationships with existing clients to help ensure productivity, product satisfaction, and long-term retention, as well as educating clients about the suite of Asset Management software solutions.

Steve is actively involved in committee work with the Transportation Research Board where he was recently appointed to a three-year term as Chair of the Operations and Preservation Group. Steve previously held leadership roles with several American Association of State Highway and Transportation Officials (AASHTO) committees and panels. He is a Professional Engineer and Member of the American Society of Civil Engineers.
